On July 12, Russian aluminum producer UC Rusal revealed that it had restarted the long delayed Taishet aluminum smelter project in Siberia due to the expectation that the global aluminum supply shortage would continue to intensify.
As the world's second largest aluminum producer after China Hongqiao group, Rusal has invested US $800million before the project was suspended due to lower aluminum prices. Rusal needs to invest another 700million US dollars to complete the construction of the project.
Oleg mukhamedshin, vice president of the company, said: "since the beginning of January, the aluminum price has risen by 12% to $1887 / ton, and it is expected to rise to more than $1900 / ton by the end of the year." He predicted that the global aluminum supply shortage would reach 1.8 million tons in 2018.
Muhammadshen said that with the Chinese government's efforts to strengthen haze control, steel and aluminum producers in 28 cities were required to significantly reduce production in winter, which was the reason why they expected a shortage of supply. Therefore, Rusal decided to resume the construction of Taishet aluminum smelter project.
"The first production line of the smelter, with an annual capacity of 430000 tons, will be completed in 2020. We are in the process of negotiating financing with banks including Russia's state-owned Development Bank (vnesheconombank) and are progressing smoothly. In addition, we are also in the process of negotiating with Russia's state-owned hydropower company rushydro to create a joint venture (50% each) for the project."
Rusal previously announced that it planned to increase the annual capacity of boguchansk smelter in Siberia from 149000 tons to 298000 tons in 2018.
Muhammadshen said that the capacity expansion plan of boguchansk smelter has not changed. Rusal will decide whether to further increase the capacity of boguchansk smelter according to the progress of tashet smelter project and whether to continue to upgrade Siberian Khakas smelter.
